I want advice even if you have a good free website it would be helpful, or a school in ottawa to teach french for free. It must be cheap and not too costly. I am even willing to go for a college course or something just tell me where i can learn

I am not sure about offline courses but to make sure that you learn french the correct way you have to think at how you learned your native language being a kid. The answer is that you have to be immersed in the language to want to learn. French is no different.
That is why I usually recommend to go for some system that you can use everyday to use the language over and over again.
My recommendation is to get a system that is called a progressive french language software. What that means is that the program will take you from the very basic skills all the way to the more advanced knowledge. You will be able to do it the way children do it, the natural way.
